In a bold intervention to control particulate emissions from construction zones, Siddhesh Kadam directed a complete ban on new Ready-Mix Concrete (RMC) plants within the Mumbai Metropolitan Region’s municipal corporation limits. Existing plants have been instructed to comply with anti-dust infrastructure, sprinkling systems, real-time air quality monitors, and post-project closure norms. This step is part of Mr. Kadam’s broader strategy to address urban construction pollution at its source. 


By introducing performance-linked conditions and mandating bank guarantees, MPCB now holds RMC operators financially accountable for dust control. Mr. Kadam’s regulatory model ensures that environmental compliance becomes a built-in cost of construction, not an afterthought. It’s a shift from regulation on paper to regulation in practice, one that places public health and air quality at the center of urban development.
